On May 4, 2026, Colorado Governor Jared Polis and Wyoming Governor Mark Gordon announced a Memorandum of Understanding (MOU) between the states regarding the permitting of inter-state carbon storage efforts. Specifically, this MOU highlights a joint endeavor to strengthen inter-state coordination for carbon storage efforts that may cross state boundaries, with each state agreeing to notify the other prior to permit determination and providing space for state-to-state consultation and information sharing.

The collaboration between the Wyoming Department of Environmental Quality and the Colorado Energy and Carbon Management Commission is expected to not only reduce uncertainty for communities and project developers but also uphold and improve environmental standards through the opportunity for technical exchange. This MOU does not alter or limit the authority of either state. Each agency retains its full regulatory responsibility while committing to work in good faith to share information and address cross-border considerations.
