North Carolina Governor Roy Cooper, Maryland Governor Larry Hogan, and Virginia Governor Ralph Northam have signed a Memorandum of Understanding (MOU) establishing a “framework [to] cooperatively promote, develop, and expand offshore wind energy generation and the accompanying industry supply chain and workforce.”
The Southeast and Mid-Atlantic Regional Transformative Partnership for Offshore Wind Energy Resources (SMART-POWER) MOU will streamline the development of offshore wind projects through joint activities and investments in the supply chain, regulatory and administrative frameworks, workforce, state-federal relations, and strategic partnerships with the offshore wind industry, supply chain, non-governmental organizations, and military, academic, training, utility, and local government representatives.
