On October 25, 2021, Siemens Gamesa Renewable Energy – a global wind engineering company  –  announced that they will build the first offshore wind turbine blade factory in the United States in Virginia. The $200 million project in Portsmouth, Virginia, is expected to create 310 jobs in the Commonwealth. Fifty of those jobs will be service jobs to support Dominion Energy Virginia's Coastal Virginia Offshore Wind Project, the largest and first utility-owned offshore wind farm in the country. The project is located 27 miles off the shores of Virginia Beach and is scheduled to produce electricity in 2026. The Siemens Gamesa facility will manufacture turbine blades for the Virginia project and other offshore wind farms in North America. In 2020, Virginia passed the Virginia Clean Economy Act, which sets a target for Dominion Energy to construct or purchase at least 5,200 megawatts of energy through offshore wind by 2034 and to achieve 100 percent carbon-free energy production by 2045.
